For now, the subject is too hot to handle.

Trade experts say vested interests on both sides benefit from the status quo and aren’t ready to give up their protection from foreign competition.

« They haven’t started to touch autos because they know it’s the third rail, » said Ashley Craig, co-chairman of the international trade practice at the Venable law firm.

The carve-out for autos, which represent about 10 percent of bilateral trade between the U.S. and the EU, was notable given the emphasis Trump has placed on Europe’s export advantage in passenger vehicles, which he claims is because of unfair practices.

Under the agreement between European Commission President Jean-Claude Juncker and Trump, both sides will refrain from imposing tariffs while negotiations are in progress. The truce was greeted by German automakers with cautious relief because it sidelines for now Trump’s threat of 20 percent tariffs on European vehicles and will give the EU an exemption from possible 25 percent tariffs if an ongoing U.S. investigation — under Section 232 of the Trade Expansion Act of 1962 — determines that auto imports pose enough of a national security threat to warrant protective tariffs.

The real deliverable from the Juncker trip is an agreement to talk while everyone puts their weapons down for a while, » said Todd Mariano, director at the Eurasia Group, a political risk advisory firm. « The risk to the automotive sector has just been paused.

He predicted that autos will eventually be included in the comprehensive trade negotiations, but said there should be no illusions about the difficulty of the task.

Previous efforts to forge a trans-Atlantic free-trade agreement under the Obama administration made slow progress, particularly because of disputes over agriculture and other political minefields in Europe, he said.

The EU enjoys a $34 billion trade surplus in autos and light-duty vehicles, according to Commerce Department data.

Auto imports in Europe face a 10 percent tariff. Meanwhile, the U.S. imposes a 25 percent duty on imported light-duty trucks, the so-called chicken tax imposed by President Lyndon Johnson in 1964 in response to tariffs placed by France and West Germany on chicken imports.

While the auto industry overwhelmingly opposes the Trump administration’s Section 232 national-security investigation and its threat of new tariffs on autos and auto parts, some automakers benefit from the existing regime.

German automakers, which are big exporters to the U.S. and also import vehicles from U.S. plants, have indicated support for dropping the import tariff as part of a broader effort to reduce trade barriers.

But automakers such as PSA Group and Renault in France, which have no sales in the U.S., haven’t expressed interest in lowering tariffs. That could make it difficult for the EU to gain the consensus needed for a reciprocal lowering of auto tariffs.

The Trump administration has come under heavy criticism from automakers, foreign governments and others as it considers tariffs of up to 25 percent, a levy critics warn will hike vehicle costs, hurting auto sales and global industry jobs.

Several auto manufacturing powers have been talking to each other in recent days about their fears and a possible coordinated response to Trump’s « Section 232 » investigation, which he ordered on May 23, into whether auto imports are a threat to U.S. security, sources say.

The probe could be completed within weeks, although similar ones ordered last year that led to tariffs of 25 percent on steel and 10 percent on aluminum took about 10 months. The Commerce Department has 270 days to offer recommendations to the president after such a probe starts. He then has 90 days to act upon them.

It was not immediately clear what kind of response the countries could be looking at, although Canada, the EU and Mexico retaliated with their own tariffs after Trump imposed levies on steel and aluminum imports in March. Another option is to fight the United States at the World Trade Organization (WTO).

Deputy ministers will gather in Geneva on Tuesday, July 31, to hear each other’s views, a Canadian official and a Mexican official told Reuters, asking to not be named because they were not authorized to talk to the media.

« The meeting is meant to bring together major auto producing nations so we can discuss our concerns over the U.S. Department of Commerce’s Section 232 investigation of automobiles and parts, » said the Canadian government official.

Mexico’s economy ministry confirmed Deputy Economy Minister Juan Carlos Baker will travel to Geneva for « work meetings about several subjects, » including meeting World Trade Organization (WTO) chief Roberto Azevedo. The Canadian foreign ministry declined to comment.

According to the WTO website, Azevedo will meet Baker on Monday, followed by Canada’s Deputy Trade Minister Timothy Sargent and Japan’s Senior Deputy Foreign Minister Kazuyuki Yamazaki on Tuesday. The Mexican official said the meetings were related to the auto tariff issue.

Eventual tariffs on autos could hit companies including Korea’s Hyundai Motor Co, Japan’s Toyota Motor Corp and Germany’s BMW, as well as global factories for U.S. brands General Motors Co, Ford Motor Co, and Fiat Chrysler Automobiles NV.

Trump’s agreement on Wednesday to refrain from imposing car tariffs on the EU in return for reduced trade barriers for U.S. products has helped cool fears of a trade war, but his final decision will not be known until the security investigation is concluded in coming months.

The U.S. automakers lowered their full-year profit forecasts on Wednesday due to the trade frictions, and their stocks fell as investors bet the disputes would hurt margins and sales.

Although hopes of a breakthrough in U.S.-EU trade talks boosted carmakers on Thursday, the planned meetings are a sign that auto-producing nations want to prepare for the worst.

Oerlikon Drive Systems supplies high-precision gears and planetary hub drives for wheeled and tracked vehicles. The business, which generated $730 million in revenue in 2017, comprises two brands: Oerlikon Graziano of Italy and Oerlikon Fairfield of Lafayette, Indiana.

The deal will allow the Maumee, Ohio-based supplier to expand its product offerings to customers through Oerlikon’s technology portfolio, a Dana spokesman wrote in an email to Automotive News.

On a conference call with reporters Monday, Dana CEO James Kamsickas said he’s had his eye on the segment since he took the reins at the company in 2015.

The drive systems unit employs 5,900 people and has 10 manufacturing and engineering centers in China, India, Italy, the United Kingdom, and the U.S., along with two centers under construction in China, the company said.

The sale is expected to close in late 2018 or the first quarter of 2019 and will tack on five r&d centers to the supplier’s network if approved by regulatory officials, the company said.

The results of this study could impact how we think about obesity and health, says Jennifer Kuk, associate professor at the School of Kinesiology and Health Science, who led the research team at York University.

This is in contrast with most of the literature and we think this is because most studies have defined metabolic healthy obesity as having up to one metabolic risk factor, » says Kuk. « This is clearly problematic, as hypertension alone increases your mortality risk and past literature would have called these patients with obesity and hypertension, ‘healthy’. This is likely why most studies have reported that ‘healthy’ obesity is still related with higher mortality risk.

Kuk’s study showed that unlike dyslipidemia, hypertension or diabetes alone, which are related with a high mortality risk, this isn’t the case for obesity alone.

The study followed 54,089 men and women from five cohort studies who were categorized as having obesity alone or clustered with a metabolic factor, or elevated glucose, blood pressure or lipids alone or clustered with obesity or another metabolic factor. Researchers looked at how many people within each group died as compared to those within the normal weight population with no metabolic risk factors.
